Public Administration - Introduction


An IBSA Joint Working Group (JWG) on Public Administration was launched during the first IBSA Summit held in Brasilia (13 September 2006). The first meeting of JWG was held in South Africa on 18-19 December 2006. Last meeting was held in New Delhi on 5-6 March 2011.

The JWG aims at ensuring an effective public service and sharing of best practices in governance amongst three countries, including effective systems for monitoring and evaluating government performance. The JWG has identified six key areas for sharing knowledge and learning viz. Integrated Monitoring and Evaluation, E-Governance, Human Resource Development, Citizen-Oriented Service Delivery, Anti-Corruption and Ethics, and Accountability and Transparency.

An Action Plan was adopted identifying the following areas of interest - E governance, Integrated Monitoring and Evaluation, Citizen Oriented Service Delivery, Human Resource Development, IBSA Framework on Public Administration, IBSA virtual centre on Public Administration, Anti-corruption, Transparency and Accountability.

A Memorandum of Understanding (MoU) on Public Administration was signed during the 2nd IBSA Summit in South Africa on 17 October 2007.

The Virtual Centre of Excellence in Public Administration - an IBSA Web portal was launched by India on November 2010. It is a wide ranging web based resource and an interactive platform for IBSA member countries to facilitate among them an exchange of knowledge, ideas and experiences on developmental issues in governance. Its purpose is to create a knowledge base for sharing IBSA experiences and best practices.
